depends on the degree of blood loss as powerfully as degree of brain injury.
near catastrophic blood loss, it's quite possible that the entire brain could be injured because it didn't procure enough oxygen. as previously stated, brain tissue cannot regenerate.
within are many parts of the brain which are not essential to our functioning, so it's quite possible that one could survive a loss of that non-essential brain tissue and not incurr any lifelong damage at adjectives.
however, in standard blood loss is less feasible to cause irreversible impairment than brain injury.

I can answer this from experience.
My Daughter Erin has be in a coma since 5-23-99
due to a brain injury, from a coup¨| accident. Wendy, her best friend who
also be injured, is fine now.
They are both alive But Wendy is Married and my Daughter
Erin is still within a coma.

Blood can replace itself but the brain tissue would be replaced with mark tissue however enough blood loss could conceivably starve the brain of oxygen which can create permanent hurt so it is probably a matter of point
